South Carolina schools will begin posting their spending records online by July 2010. Berkeley County schools have already begun this process by posting theirs monthly. Comptroller General Richard Eckstrom recognized Kelly Payne for her role in bringing transparency to school spending throughout the state:

Kelly Payne and her Family

Kelly Payne is a high school Social Studies teacher in award-winning School District 5 of Lexington and Richland Counties, teaching courses in World History and Civics. Her three children, ranging in age from 12 to 15, grew up in Irmo attending District 5 schools. They are active members of St. Andrews Presbyterian Church in Irmo.
